Most common solution
If you are using Google Family Link, then you need to enable default launcher permissions on the Family Link parent app by following this guide. This is the most common cause of SafetyMode being stuck on the "Set default launcher screen".
Further troubleshooting
FIX 2:
On older versions of SafetyMode, the phone can occasionally become stuck in a loop whereby when you tap "Set as default" and then "Agree & Set as Default", it sends you back to the initial "Set default launcher" screen.
The quickest solution is to restart the phone.
Simply press the upper volume button on the left-hand side of the phone and the power button on the right-hand side of the phone at the same time, then click the "Restart" option that appears on the screen.
FIX 3:
Occasionally, on older versions of SafetyMode, you may need to manually set SafetyMode as the default launcher in the settings menu.
Please follow the below instructions.
Tap "Apps & Safety" at the bottom of the home screen and enter your parent password.
Press "Restricted Android Settings".
Tap "Apps", then scroll down until you find SafetyMode.
Tap on the SafetyMode icon.
Tap Home App.
Select SafetyMode as the Default Home App.
Continue through the remaining permission requests on screen.
